Hope u can get some fps to have a better game experience I'm fairly confident I've fiddled with all the in-game graphics options I can think of. There are some mods that reduce clouds,trade ships and such stuff. Or upgrade ur Hardware or deactivate some graphic stuff at campaign map. Maybe u have onboard sound? try setting sound quality to low and always unclick selection while moving the campaign map.
